HOA Meeting
The Idlewild Homeowners Association held the annual meeting on Thursday, January 27, 2011 from 6pm to 7pm at the Millwood Elementary School Cafeteria. The following issues were discussed:
New board members were elected.
Street signs are scheduled to be finished this year.
Signage at Muscovy entrance.
Rules of trailers, boats and RVs per the Restrictive Covenants.
Residents not paying dues.
Speeders – get car description & tag #
Speeding school buses
Some yards need manicured to comply with the Restrictive Covenants
Parking in street should be avoided
Call BREC for faulty street lights
More volunteers needed for neighborhood watch.
Cars seen cruising empty houses
Trash out night before only
Lights at Mallard entrance need fixed
HOA Dues
Association Fees are $75.00 per year. These fees pay expenses for community maintenance and improvements. So if any of you are wondering why certain improvements have not been made it is more than likely due to delinquent Association Fees. 20% percent of the homeowners in Idlewild are delinquent! Per the Restrictive Covenants a 10% finance charge will also be assessed. If you have any questions, please contact Frank Shuler.

What’s for Dinner?
Foil-Pack Taco Chicken
4 small boneless skinless chicken breast halves (1 lb.)
4 tsp. Taco Seasoning Mix
1/2 lb. red potatoes, thinly sliced (about 2 cups)
3/4 cup Mexican Style Finely Shredded Four Cheese
1/2 cup Thick 'N Chunky Salsa
1/4 cup Sour Cream
HEAT oven to 400°F.
SPRINKLE chicken with seasoning mix. Place 1/2 cup potatoes on center of each of 4 large sheets of heavy-duty foil; top with chicken, cheese and salsa.
BRING up foil sides. Double fold top and both ends to seal each packet, leaving room for heat circulation inside. Place in 15x10x1-inch pan.
BAKE 30 to 35 min. or until chicken is done (165°F). Cool 5 min. Cut slits in foil to release steam before opening. Top with sour cream.

Pudding Grahamwiches
1 pkg. (8 oz.) Cream Cheese, softened
2 cups cold milk
1 pkg. (4-serving size) Instant Pudding, any flavor
1 cup thawed Whipped Topping
20 whole Honey Grahams, broken crosswise into squares (40 squares)
BEAT cream cheese in large bowl with electric mixer on medium speed until creamy. Gradually add milk, beating until well blended. Add pudding mix; beat 2 minutes. Gently stir in whipped topping.
SPOON about 1/4 cup of the pudding mixture onto each of 20 graham squares; top with remaining graham squares to form sandwiches. Wrap each sandwich individually in plastic wrap.
FREEZE at least 4 hours or until firm.

BYLAWS
Article VI
Board of Directors: Powers, Duties and Restrictions
Section 1 (Powers)
The Board of Directors shall have the power:
A. To adopt and publish rules and regulation governing the use of the Lots within the subdivision and the personal conduct of the members and their guests thereon and to establish penalties for the infractions thereof; notice of any proposed rule or regulation or amendment thereto, shall be furnished to the members and shall be deemed adopted ninety (90) days after such notice unless the members at a special meeting called for this purpose, vote to amend or repeal such proposed rule or regulation;
B. To suspend the voting rights of a member during any period in which such member shall be in default in the payment of any assessment levied by the Association. Such rights may also be suspended after notice and hearing, for a period not to exceed sixty (60) days for the infraction of published rules and regulations;
C. To exercise for the Association all powers, duties and authority vested in or delegated to the Association and not reserved to the membership by other provisions of these Bylaws, the Articles of Incorporation or the Restrictive Covenants;
D. To declare the office of a member of the Board of Directors to be vacant in the event such member shall be absent from three (3) consecutive regular meetings of the Board of Directors; and
E. To employ a manager, an independent contractor or such other employees as it deems necessary, and to prescribe their duties.
Section 2 (Duties)
A. To cause to be kept a complete record of all its acts and corporate affairs and to present a statement thereof to the members at the annual meeting of the members, or at any special meeting when such statement is requested in writing by one-fourth (1/4) of the members who are entitled to vote;
B. To supervise all agents and employees of the Association, and see that their duties are properly performed;
C. To as more fully provided in the Restrictive Covenants:
i. Fix the amount of the annual assessment against each Lot at least (30) days in advance of each annual assessment period;
ii. Send written notice of each assessment to every owner subject thereto at least thirty (30) days in advance of each assessment period; and
D. To issue upon demand by any person, a certificate setting forth whether or not any assessment has been paid. A reasonable charge may be made by the Board for the issuance of these certificates. If a certificate states
E. an assessment has been paid, such certificate shall be conclusive evidence of such payment;
F. To procure and maintain adequate liability and hazard insurance to protect the Association, its Board of Directors and members for actions committed consistent with these Bylaws;
G. To cause all Board Members or employees having fiscal responsibilities to be bonded, as the Board shall deem appropriate and in accordance with the Restrictive Covenants; and
H. To cause the Lots to be maintained in accordance with the Restrictive Covenants.
RESTRICTIVE COVENANT
5. No lot may be subdivided or reduced in size from that which is shown on the recorded plat without the written permission of the Architectural Control Committee.
