Neighborhood Watch
A meeting to form a neighborhood watch group was held in December. We had about 24 residences represented. The Law Enforcement Officers who conducted the meeting were Lt. Don Florence, and Capt. Jeffery Jackson. The Crime Prevention Coordinator is Barron Hite. Barron is a civilian who coordinates all Neighborhood Watch groups for the City of Sumter. Some great information was passed on to the Idlewild community. The chairperson (Ben Griffith) will maintain a list of participants, coordinate with police, receive crime prevention material and arrange training for newcomers. He will also pass information to Block Captains who are in charge of notifying several residents of any concerns in the neighborhood. You will be notified of your Block Captain as soon as the list is compiled. If you missed the meeting and would like to participate, please contact Ben at 803 469 6800.
Crime Prevention Hints
1. Don’t post on Facebook that you will be away from your house at a certain time.
2. Use alarm system and put sign in yard or window.
3. Most vulnerable days for robberies are Wednesday to Friday. They monitor the neighborhood before the break-in.
4. If you have an alarm system and a digital phone system, check to see if you are being monitored. They may not be compatible.
5. Report any suspicious activity to police.
6. To ask for an evaluation or to have property monitored while away call the Citizens Assistance Unit at 436-2727 or 436-2728.

Neighborhood Views
1. I think it would be good as concerned neighbors, especially after the armed robbery here at Halloween that we start alerting through email. Idlewildnewsletter@live.com would be a good point of contact since everyone could be emailed from there. Phone calls to neighbors would be good also. We need to look out for each other when possible. There are many break-ins we don’t hear about going on all over town.
2. Please do not park in the streets - especially in the cul-de-sacs. Emergency vehicles must be able to get in and out and because of their width they are being blocked from getting to houses.
3. I spoke with a Ms Sandy Floyd of SCE & G sales about the availability of natural gas service for our home. Short answer was that it wasn’t available here, although there are spots in Idlewild that do have gas available. She told me that they had looked at adding more gas service here, but it was expensive and they needed a high percentage of new customers to justify the cost of laying the pipe. I responded that the presence of service would inspire more demand for gas if it were here. She agreed, but said it was a hard sale to decision makers without customer response in hand. To help generate the kind of response that would help support adding lines to our neighborhood, she suggested that she come to speak at one of the meetings of the community group. I think gas service would be great for our neighborhood and add value to our property.

Common Area Maintenance
The Board will be taking bids on a contract for the maintenance in all the common areas. Only licensed lawn maintenance companies will be accepted.

In each edition of the Duck-E-News a different Restrictive Covenant and Bylaw will be in the spotlight. This edition highlights Article XI, XII and XIII of the Bylaws and Restrictive Covenants #9, #10 and #11.
Bylaws
Article XI
Dissolution
The Association may be dissolved by a two-thirds (2/3) vote of membership. Written notice of a proposal to dissolve, setting forth the reasons therefore and the disposition to be made of the assets consonant with Article XII hereof shall be mailed to every member at least ninety (90) days in advance of any action taken.
Article XII
Disposition of assets upon dissolution
Upon dissolution of the Association, other than incidental to a merger or consolidation, the assets of the Association shall be distributed to its members, or if it has no members, to those persons to whom the Association holds itself out as benefitting or serving.
Article XIII
Miscellaneous
The fiscal year of the Association shall begin on the first day of January and end on the 31st of December every year, except that the first fiscal year shall begin on the date of incorporation.
In witness whereof, the parties hereto have hereunto set their hands and seals this 24th day of March 1999.
Restrictive Covenants
9. No garbage or domestic trash shall be disposed of by burying on any lot and no lot shall be used as a dumping ground for rubbish. Trash, garbage, or other waste material shall be kept in a sanitary covered container behind the residences and out of sight of the street. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition. No individual water supply system shall be permitted on any lots unless such system is located, constructed, and equipped in accordance with the requirements, standards, and recommendations of the Sumter County Health Department. Approval of such system as installed shall be obtained from such authority.
10. The Architectural Control Committee is composed of Tyler B. Dunlop, Jr., Van Hugh Jackson, Sr., and Doris J. Gardner. The majority of the committee may designate a representative to act for it. In the event of death or resignation of any member of the committee, the remaining members shall have sole authority to designate a successor. Neither the members of the committee nor its designated representative shall be entitled to any compensation for services performed pursuant to this covenant.
11. The committee’s approval or disapproval as required in the covenants shall be in writing. In the event the committee or its designated representative fails to approve or disapprove within thirty (30) days after plans and specifications have been submitted to it, or within one hundred and twenty (120) days after the completion of such improvements if no plans have been submitted to the committee for approval, approval will not be required and the related covenants shall be deemed to have been fully complied with.

What’s for Dinner?
Parmesan Crusted Chicken

Prep Time: 10 min
Cook Time: 20 min
Serves: 4 servings
Ingredients
• 1/2 cup Hellmann's® or Best Foods® Real Mayonnaise
• 1/4 cup grated Parmesan cheese
• 4 boneless, skinless chicken breast halves (about 1-1/4 lbs.)
• 4 tsp. Italian seasoned dry bread crumbs
Directions
1. Preheat oven to 425 degrees F.
2. Combine Hellmann's® or Best Foods® Real Mayonnaise with cheese in medium bowl. Arrange chicken on baking sheet. Evenly top with mayonnaise mixture, then sprinkle with bread crumbs.
3. Bake 20 minutes or until chicken is thoroughly cooked.
Timesaving Tip: Try making this dish with thin-cut boneless skinless chicken breasts! Prepare as above, decreasing bake time to 10 minutes or until chicken is thoroughly cooked through.

What’s for Dessert?
Fleur de Sel Chocolate Chip Blondies
Prep Time: 20 min Cook Time: 35 min
Level: Easy Serves: about 48 squares
Ingredients
• 2 sticks unsalted butter, softened, plus more for pan
• 1 cup packed brown sugar
• 1/2 cup granulated sugar
• 2 1/3 cup all-purpose flour
• 1 1/4 teaspoon baking soda
• Pinch fine sea salt, if desired
• 2 large eggs
• 2 teaspoons pure vanilla extract
• 3 cups semisweet chocolate chips
• 1 to 1 1/2 tablespoons fleur de sel
Directions
Preheat your oven to 375 degrees F. Grease a 9 by 13-inch jelly roll pan with softened butter or cooking spray.
Beat your butter in the bowl of a stand mixer until it is light and fluffy, about 2 minutes. Add the brown and granulated sugars a little bit at a time, pouring them in on the side of the bowl. While you're adding your sugars, stop the mixer occasionally and scrape the sides and bottom of the bowl to make sure that everything is fully mixed. Cream the butter and sugar mixture until it is light and fluffy, about 8 minutes. (Creaming creates air pockets in the dough, and therefore these blondies have a light and delicate texture.)
Whisk your flour, baking soda and sea salt, if using, in a bowl. (Add the salt only if desired because there is plenty on top of the finished brownies.) Add your eggs 1 at a time, adding the second only after the first is fully incorporated. Once the second egg is fully incorporated, add your vanilla. Turn your mixer down to low speed and slowly add the flour mixture. Once the dry ingredients are fully incorporated into the wet ingredients, add in all those chocolate chips. Your machine will seem to be struggling to mix in the chocolate chips because there are so many of them, but don't turn it up, leave it on low and allow it to fully mix the chips in. Spread your cookie dough into the prepared jelly roll. Evenly sprinkle the top of the dough with the fleur de sel.
Pop the blondies in the oven until they are golden brown on top and not wobbly in the center, 30 to 35 minutes. Allow the blondies to cool in the pan on a wire rack or on a dishtowel on your counter.
Cut the blondies, still in the pan, with a sharp knife into bars, about 48 pieces. Remove with a spatula and serve. (Store any leftovers in an airtight container for up to 1 week, but they will not last that long!)

Since the HOA only meets once a year it is very important that all residents attend the meeting to get information about our community. It’s also a time to ask any questions or bring up any concerns you may have about Idlewild.
