News from the Board of Directors
* The Board has ordered new "Charleston Style" entrance lights for the Mallard entrance. The lights will be installed with in the next few weeks.
* The Board would like to remind our residents that the restrictive covenants require lot owners to submit all plans for additions, fences, landscaping or other alterations to lots to the Board for approval prior to the initiation of work.
* The Board would like to thank the Neighborhood Watch Committee for sponsoring the first annual picnic. It was a huge success and a lot of fun.
* The Board has awarded a contract for the maintenance in all the common areas to L & S Lawn Maintenance. They have been voted ‘The Best of the Best’ in the Irrigation/Landscaping division in Sumter’s Reader’s Choice Awards.
L & S would like to extend an offer to the residents of Idlewild: “We will cut and trim, edge and blow each and every yard in the subdivision for $45 each. If you want hedges cut twice a year it will be $5.00 more per cut”. If you have questions or would like to inquire about this service, please contact Larry at 803-847-2529

Neighborhood Watch
NOTES FROM CHAIR BEN GRIFFITH
Needless to say, your Neighborhood Watch Chair (2012 only) has learned his lesson… twice. Two weeks ago, a culprit came into my driveway where my unlocked car was parked for the evening. My wife and I had settled in, after enjoying a nice seafood dinner at a local restaurant. We set the alarms at our home and retired for the night. Never gave a thought to the likelihood that someone or something might be lurking in our yard and scouting our property after dark. Little did we know…
What we later learned was that our laptop computer and a valuable item of medical equipment are most attractive to thieves, especially in the dark. These items and other smaller items were removed from one of our vehicles, going undetected for more than 24 hours. But alas, local law enforcement has found our stuff stashed at a residence less than 1 mile from Idlewild. And I will not forget to lock my car doors, even when my car is parked in my own yard, from this day forward. And don’t you forget to LOCK YOUR CAR, EVEN WHEN IT’S PARKED IN YOU OWN YARD!
To all of you who came out to enjoy the Fun and Fellowship of our 1st Idlewild Neighborhood Picnic last month, we THANK YOU! We couldn’t have ordered better weather, and young and old seemed to have had a great evening. As we begin to make plans to host another Neighborhood Outdoor activity in the fall, your suggestions are welcomed and solicited. Please send your suggestions to the DUCK-E-NEWS for ideas to make our outings even more enjoyable and fun.
And when you see John Summerford or Heyward Hutson around the Neighborhood, say “THANKS” for their efforts toward making the Fellowship so enjoyable.
Finally, maybe you’ve noticed that NO NEIGHBORHOOD WATCH signage is posted at our Neighborhood entrances.

Article III
Meeting of Members
The first annual meeting of the members shall be held within one (1) year of the incorporation of the Association and all subsequent regular meetings shall be on such dates and such places as the Board of Directors shall designate in a written notice to be furnished to all Members in the manner required by law. Special meetings may be called at any time by the President, Board of Directors or upon written request of twenty-five percent (25%) of the members. Written notice of each meeting shall be given by the Secretary or person authorized to call the meeting, by mailing a copy of the notice, postage prepaid, at least five (5) days and no more than thirty (30) days before such meeting to each member entitled to vote thereat, addressed to the member’s address last appearing on the books of the Association or supplied to the Association by the member for the purpose of notice. Such notice shall specify the place, date and hour of such meeting and in the case of a special meeting, the purpose of the meeting. The presence at any meeting of twenty-five percent (25%) of the members entitled to vote, and/or to cast proxy votes for absent members, shall constitute a quorum for any action taken at the meeting. If a quorum shall not be present at any meeting, those members present shall have the power to adjourn the meeting from time to time, without notice other than announcement at the meeting, until a quorum shall be present or represented. Members shall be entitled to one (1) vote for each lot owned in the subdivision. Lots which are titled in two (2) or more names shall be entitled to only one (1) vote. Members may vote by proxy. Proxies shall be in writing and shall be filed with the Secretary. Proxies shall be automatically voided upon conveyance by the member of his/her/their lot.
Restrictive Covenants
15. All boats, trailers or trailer hitches, and similar non-self-propelled vehicles shall be parked or stored on the rear of the dwelling on any lot.

What’s for Dinner?
Garden Pasta Salad with Chicken
Here's a new take on pasta salad that combines slow-roasted chicken, corkscrew noodles, kid-friendly veggies, such as edamame, and a light dressing flavored with a hint of Dijon mustard. Take a shortcut on a busy night by using a store-bought bird instead of roasting the chicken yourself.
Ingredients
• 4 (8-ounce) bone-in chicken breast halves, with skin
• Coarse salt and pepper
• Juice of half a lemon
• 2 tablespoons canola oil
• 4 cups whole wheat rotini
• 2 cups broccoli florets
• 1/4 cup mayonnaise
• 1 tablespoon Dijon mustard
• 1 cup frozen edamame, thawed
• 1 cup matchstick carrots
• 1 cup baby spinach, chopped
Instructions
1. Heat the oven to 350 degrees. Line a rimmed baking sheet with foil. Season the chicken with salt and pepper and transfer it to the baking sheet. Drizzle on the lemon juice and oil, then bake the chicken until the juices run clear when pierced with a knife, about 1 hour. Transfer the meat to a plate to cool, reserving the cooking juices.
2. Cook the rotini according to the package instructions, adding the broccoli to the pot for the last 2 minutes. Drain, reserving ¼ cup of the water, plus 2 tablespoons if you're using a rotisserie chicken that has no cooking juices. Transfer the rotini and broccoli to a large bowl. Add the reserved cooking juices and pasta water and toss to coat the ingredients.
3. When the chicken has cooled, remove the skin. Pull the meat from the bone, tear it into bite-size pieces, and add it to the pasta.
4. In a small bowl, stir together the mayonnaise and mustard until well blended. Add the mixture, along with the remaining ingredients, to the bowl and toss well. Taste and adjust the seasoning with salt and pepper, if desired. Serves 8.
What’s for Dessert?
Red White and Blue Cheesecake
Few people make cheesecake, because it has a reputation for being difficult to bake. The truth is, this crowd-pleaser is easy to prepare. The raspberry sauce and blueberries provide just the right fruity tartness -- and a festive look.
Ingredients
• CRUST
• 2 cups graham cracker crumbs
• 6 tablespoons butter, melted
• FILLING
• 3 (8-ounce) packages cream cheese, softened
• 1 cup sugar
• 1 cup sour cream
• 3 large eggs, at room temperature
• 2 teaspoons vanilla extract
• 1/2 cup seedless raspberry jam
• 2 teaspoons fresh lemon juice
• TOPPING
• 1 pint fresh blueberries
Instructions
1. Heat the oven to 325º F. Grease a 9-inch springform pan and line the bottom with waxed paper.
2. Put the graham cracker crumbs in a medium bowl. Add the butter and mix with a fork until evenly moistened. Press the mixture over the bottom and up 1 inch of the sides of the pan. Refrigerate until ready to use.
3. In a large bowl, using an electric mixer, beat the cream cheese and sugar until smooth, scraping down the sides of the bowl when necessary. Beat in the sour cream until blended. Add the eggs 1 at a time, beating well after each addition. Beat in the vanilla extract. Pour half of the batter into the pan.
4. Put the jam and lemon juice in a small saucepan and warm over low heat, stirring often, until melted and smooth (about 4 minutes). Drizzle one fourth of the jam mixture in stripes over the batter in the pan. Spoon the remaining batter over the jam, then drizzle with 1/8 cup of jam. Reserve the last of the jam mixture to drizzle over the cheesecake.
5. Swirl the batter gently with a thin knife to marbleize it slightly.
6. Bake the cheesecake until firm around the edges but still slightly wobbly in the center, 70 to 80 minutes. (Don't worry if your cheesecake cracks while baking or cooling.) Set the cake in the pan on a wire rack, run a knife along the inside edge to loosen the sides, and let it cool completely. Wrap the cake in plastic and chill it for at least 4 hours.
7. Take the cake out of the refrigerator 30 minutes before serving. Remove the pan sides and place the cake on a platter. Warm the remaining jam mixture until liquid, then drizzle it over the cheesecake. Serve with the fresh blueberries. Serves 12 to 16.

Neighborhood Views

Idlewild Homeowners,
I’m a current homeowner in Idlewild and I love animals. If one of your pets have come through my yard, I’m sure I’ve tried to pet it or be cordial. Lately, there has been an increase in homeowners, while walking their dog, letting the animal poop on my lawn or pee on my shrubs. As far as the poop, I don’t have a problem if the owner carries a baggie to clean up the mess. I do have a problem when the owners allow the pet to pee on my shrubs. I’ve confronted some of these instances and have had responses like: “That’s where the pet wanted to go.” I really appreciate and love animals and I don’t want to be a jerk to my fellow neighbors, but we need to be responsible for the cleanup of our animals by carrying some type of “pooper scooper” and keeping the pets away from our plants.

Neighborhood Watch
The first meeting of the Idlewild Neighborhood Watch was held on March 12. The Crime Prevention Coordinator, Barron Hite was present and discussed some prevention information.
1. Know your neighbors so you know what is suspicious.
2. Don’t be afraid to call the police even if you don’t want a report made. Police patrol the areas they get the most calls
3. Make your house look like someone is home at all times.
4. Don’t post on Facebook that you will be away from your house at a certain time.
5. Use an alarm system and put sign in yard or window.
6. Get a tag number if the car looks suspicious, just incase there is a problem
7. Call police when you will be out of town and they will check each 12 hour shift. The number is 436-2700.
8. Mark your address to be seen easily from the street.
9. Define block areas and captains.
To ask for an evaluation or to have property monitored while away call the Citizens Assistance Unit at 436-2727 or 436-2728.
Chairperson, Ben Griffith will meet with Jeff Diven the Board’s maintenance chair to assign block areas and block captains. You will be notified of your Block Captain as soon as the list is compiled. If you missed the meeting and would like to participate, please contact Ben at 803-469-6800.
Block Captain responsibilities will include:
1. A group of 10 – 15 houses.
2. Get to know the residents in your group.
3. Distribute a questionnaire to find concerns.
4. Notify residents of any concerns.
In order to get to know your neighbors, the committee has decided to have a neighborhood picnic on May 19 with a rain date of May 20. The details are being discussed and currently include entertainment for both children and adults. Save the date and watch for signs and flyers.

HOA Meeting Notes
February 7, 2012
Improvements
Comments from the last HOA meeting prompted the board to act on correcting some real problems in our neighborhood. These actions include upgrading the signs, planting flowers, entrance upgrade with better lighting, improving lawn care in common areas and enforcement of letters for violation of boats and RVs in driveways, storage containers in yard, property lawn care and parking on the street.
Dues
As of the HOA meeting there are 110 residents who have paid their dues. There are a total of 214 properties in Idlewild obligated to pay dues.
Several comments were made about the dues being raised to $100.00. A suggestion was made to discuss the amount of the raise at the HOA meeting before the dues are actually raised. The budget was explained to justify the raise in the HOA dues.
Improvements
Homeowners would like to see the Muscovy entrance improved. A quote for a sign has been received but approval from the residents will be needed to place the sign on their property. Also the necessary funds will have to be raised before the sign can be purchased.
More street lights were requested in some dark areas of the community. That is a city assessment but homeowners may have a street light installed on their property.
The Christmas wreaths / decorations need to be replaced for next year.
Natural Gas
Some areas have natural gas service but SCE&G said there is not enough interest to run any more gas lines due to the expense.

Bylaws
Article I
Name and Location
The Idlewild Homeowners Association, Inc, hereinafter referred to as the “Association” is organized and incorporated under the laws of the State of South Carolina and Sumter County. It is an eleemosynary corporation. Meetings of members and directors will be held at places within said state and county as may be designated by the Board of Directors.
Article II
Definitions
The terms used herein shall have the meaning ascribed to the in the several sets of Restrictive Covenants for Idlewild Development as recorded with the Register of Deeds for Sumter County South Carolina. The terms of the covenants are incorporated herein by reference.
Restrictive Covenants
12. The property subject to these covenants is designated as a bird sanctuary. There shall be no trapping, hunting, shooting, or attempting to shoot or molest in any manner any bird or wild fowl or to rob birds’ nests or wild fowl’s nests or to shoot, hunt, or trap any wild animal; provided however, if starlings or similar birds, such as jays or English sparrows, are found to be congregating in such numbers in a particular locality that they constitute a nuisance or a menace to health or property in the opinion of the proper health authorities of the county, then in such event, such health authorities shall meet with representatives of the Audubon Society, Bird Club, Garden Club, or Humane Society or as many of such clubs as are found to exist in the county, after having given at least three (3) days actual notice of the time and place of such meeting to the representative of such clubs. If, as a result of such meeting, no satisfactory alternative is found to abate such nuisance, then such birds may be destroyed in such numbers and such manner as deemed advisable by such health authorities under the supervision of the Sheriff of Sumter County.
13. The streets or roads shown on the above-mentioned plat are hereby dedicated to the legal authorities for the perpetual maintenance and use by the public. No additional street or driveway shall be added to existing streets and roads by any lot purchaser save by agreement with the Architectural Control Committee.
14. No curbs or any pavement shall be broken or disturbed in any manner whatsoever and in the event such is done, intentionally or unintentionally, such property owner shall be responsible for the replacement thereof.
15. All boats, trailers or trailer hitches, and similar non-self-propelled vehicles shall be parked or stored on the rear of the dwelling on any lot.

What’s for Dinner?
Mexican Pizza
Prep Time: 17 Min.
Cook Time: 30 Min.
Serves 4
Ingredients
• 1 (16 ounce) can refried beans
• 1 pound ground beef
• 1 (1.25 ounce) package taco seasoning mix
• 1 tablespoon vegetable oil
• 4 (6 inch) corn tortillas
• 8 ounces shredded Cheddar cheese
• 8 tablespoons sour cream
• 2 roma (plum) tomatoes, chopped
• 2 green onion, chopped
• 1 (4 ounce) can diced green chiles, drained
• 1/2 avocado, diced
• 1 tablespoon black olives, sliced
Directions
1. Heat the refried beans.
2. In a large skillet, brown the ground beef. Stir in the seasoning packet.
3. Preheat oven to 350 degrees F (175 degrees C).
4. Place a small amount of vegetable oil in a large skillet. Let the oil heat, then place one corn tortilla in the skillet. After 15 seconds, flip the tortilla over and let it fry another 15 seconds. Repeat this process with the remaining tortillas, letting them drain on paper towels once they have been heated. When the tortillas have drained, arrange them on a cookie sheet.
5. Spread a thin layer of beans on the tortillas, followed by a layer of beef, and cheese.
6. Bake the tortillas in the preheated oven for 20 to 30 minutes. Slice the tortillas into wedges and arrange them on plates or a serving platter and garnish them with the sour cream, tomatoes, green onions, chiles, avocado, and olives.

S'MORE BROWNIES
Ingredients
Crust:
• 6 tablespoons unsalted butter, melted
• 1 1/2 cups crushed graham cracker crumbs
• 2 tablespoons sugar
• Pinch fine salt
Brownie:
• 1 box brownie mix
Topping:
• 4 cups large marshmallows or marshmallow fluff
Directions
Position a rack in the lower third of the oven and heat oven to 325 degrees F. Line an 8 by-8-inch square baking pan with foil so it hangs over the edges by about 1 inch.
For the crust: Lightly butter the foil with some of the melted butter. Stir the rest of the butter together with the crumbs, sugar, and salt in a medium bowl. Press the crumb mixture evenly over the bottom of the pan. Bake until golden brown, about 20 minutes.
Meanwhile, mix the brownie. Pour batter into the prepared crust. Bake until the top is crispy and a toothpick inserted into the middle comes out mostly clean, with a few crumbs, about 30 to 40 minutes.
Remove from the oven and carefully position a rack about 6 inches from the broiler and preheat on low. Layer marshmallows or spread fluff across the top and toast under the broiler until golden, (keep an eye on it, it can go quick), about 2 minutes. Cool on a rack, gently removing the brownies from the pan using the aluminum flaps. Carefully separate any marshmallow from the foil and fold away. Cut into 12 (2-inch) squares.

Idlewild Homeowners,
I’m a current homeowner in Idlewild and I love animals. If one of your pets have come through my yard, I’m sure I’ve tried to pet it or be cordial. Lately, there has been an increase in homeowners, while walking their dog, letting the animal poop on my lawn or pee on my shrubs. As far as the poop, I don’t have a problem if the owner carries a baggie to clean up the mess. I do have a problem when the owners allow the pet to pee on my shrubs. I’ve confronted some of these instances and have had responses like: “That’s where the pet wanted to go.” I really appreciate and love animals and I don’t want to be a jerk to my fellow neighbors, but we need to be responsible for the cleanup of our animals by carrying some type of “pooper scooper” and keeping the pets away from our plants.

Neighborhood Watch
The first meeting of the Idlewild Neighborhood Watch was held on March 12. The Crime Prevention Coordinator, Barron Hite was present and discussed some prevention information.
1. Know your neighbors so you know what is suspicious.
2. Don’t be afraid to call the police even if you don’t want a report made. Police patrol the areas they get the most calls
3. Make your house look like someone is home at all times.
4. Don’t post on Facebook that you will be away from your house at a certain time.
5. Use an alarm system and put sign in yard or window.
6. Get a tag number if the car looks suspicious, just incase there is a problem
7. Call police when you will be out of town and they will check each 12 hour shift. The number is 436-2700.
8. Mark your address to be seen easily from the street.
9. Define block areas and captains.
To ask for an evaluation or to have property monitored while away call the Citizens Assistance Unit at 436-2727 or 436-2728.
Chairperson, Ben Griffith will meet with Jeff Diven the Board’s maintenance chair to assign block areas and block captains. You will be notified of your Block Captain as soon as the list is compiled. If you missed the meeting and would like to participate, please contact Ben at 803-469-6800.
Block Captain responsibilities will include:
1. A group of 10 – 15 houses.
2. Get to know the residents in your group.
3. Distribute a questionnaire to find concerns.
4. Notify residents of any concerns.
In order to get to know your neighbors, the committee has decided to have a neighborhood picnic on May 19 with a rain date of May 20. The details are being discussed and currently include entertainment for both children and adults. Save the date and watch for signs and flyers.

HOA Meeting Notes
February 7, 2012
Improvements
Comments from the last HOA meeting prompted the board to act on correcting some real problems in our neighborhood. These actions include upgrading the signs, planting flowers, entrance upgrade with better lighting, improving lawn care in common areas and enforcement of letters for violation of boats and RVs in driveways, storage containers in yard, property lawn care and parking on the street.
Dues
As of the HOA meeting there are 110 residents who have paid their dues. There are a total of 214 properties in Idlewild obligated to pay dues.
Several comments were made about the dues being raised to $100.00. A suggestion was made to discuss the amount of the raise at the HOA meeting before the dues are actually raised. The budget was explained to justify the raise in the HOA dues.
Improvements
Homeowners would like to see the Muscovy entrance improved. A quote for a sign has been received but approval from the residents will be needed to place the sign on their property. Also the necessary funds will have to be raised before the sign can be purchased.
More street lights were requested in some dark areas of the community. That is a city assessment but homeowners may have a street light installed on their property.
The Christmas wreaths / decorations need to be replaced for next year.
Natural Gas
Some areas have natural gas service but SCE&G said there is not enough interest to run any more gas lines due to the expense.

In each edition of the Duck-E-News a different Restrictive Covenant and Bylaw will be in the spotlight. This edition highlights Article I and II of the Bylaws and Restrictive Covenants #12, #13, #14 and #15.
Bylaws
Article I
Name and Location
The Idlewild Homeowners Association, Inc, hereinafter referred to as the “Association” is organized and incorporated under the laws of the State of South Carolina and Sumter County. It is an eleemosynary corporation. Meetings of members and directors will be held at places within said state and county as may be designated by the Board of Directors.
Article II
Definitions
The terms used herein shall have the meaning ascribed to the in the several sets of Restrictive Covenants for Idlewild Development as recorded with the Register of Deeds for Sumter County South Carolina. The terms of the covenants are incorporated herein by reference.
Restrictive Covenants
12. The property subject to these covenants is designated as a bird sanctuary. There shall be no trapping, hunting, shooting, or attempting to shoot or molest in any manner any bird or wild fowl or to rob birds’ nests or wild fowl’s nests or to shoot, hunt, or trap any wild animal; provided however, if starlings or similar birds, such as jays or English sparrows, are found to be congregating in such numbers in a particular locality that they constitute a nuisance or a menace to health or property in the opinion of the proper health authorities of the county, then in such event, such health authorities shall meet with representatives of the Audubon Society, Bird Club, Garden Club, or Humane Society or as many of such clubs as are found to exist in the county, after having given at least three (3) days actual notice of the time and place of such meeting to the representative of such clubs. If, as a result of such meeting, no satisfactory alternative is found to abate such nuisance, then such birds may be destroyed in such numbers and such manner as deemed advisable by such health authorities under the supervision of the Sheriff of Sumter County.
13. The streets or roads shown on the above-mentioned plat are hereby dedicated to the legal authorities for the perpetual maintenance and use by the public. No additional street or driveway shall be added to existing streets and roads by any lot purchaser save by agreement with the Architectural Control Committee.
14. No curbs or any pavement shall be broken or disturbed in any manner whatsoever and in the event such is done, intentionally or unintentionally, such property owner shall be responsible for the replacement thereof.
15. All boats, trailers or trailer hitches, and similar non-self-propelled vehicles shall be parked or stored on the rear of the dwelling on any lot.

Neighborhood Watch
A meeting to form a neighborhood watch group was held in December. We had about 24 residences represented. The Law Enforcement Officers who conducted the meeting were Lt. Don Florence, and Capt. Jeffery Jackson. The Crime Prevention Coordinator is Barron Hite. Barron is a civilian who coordinates all Neighborhood Watch groups for the City of Sumter. Some great information was passed on to the Idlewild community. The chairperson (Ben Griffith) will maintain a list of participants, coordinate with police, receive crime prevention material and arrange training for newcomers. He will also pass information to Block Captains who are in charge of notifying several residents of any concerns in the neighborhood. You will be notified of your Block Captain as soon as the list is compiled. If you missed the meeting and would like to participate, please contact Ben at 803 469 6800.
Crime Prevention Hints
1. Don’t post on Facebook that you will be away from your house at a certain time.
2. Use alarm system and put sign in yard or window.
3. Most vulnerable days for robberies are Wednesday to Friday. They monitor the neighborhood before the break-in.
4. If you have an alarm system and a digital phone system, check to see if you are being monitored. They may not be compatible.
5. Report any suspicious activity to police.
6. To ask for an evaluation or to have property monitored while away call the Citizens Assistance Unit at 436-2727 or 436-2728.

Neighborhood Views
1. I think it would be good as concerned neighbors, especially after the armed robbery here at Halloween that we start alerting through email. Idlewildnewsletter@live.com would be a good point of contact since everyone could be emailed from there. Phone calls to neighbors would be good also. We need to look out for each other when possible. There are many break-ins we don’t hear about going on all over town.
2. Please do not park in the streets - especially in the cul-de-sacs. Emergency vehicles must be able to get in and out and because of their width they are being blocked from getting to houses.
3. I spoke with a Ms Sandy Floyd of SCE & G sales about the availability of natural gas service for our home. Short answer was that it wasn’t available here, although there are spots in Idlewild that do have gas available. She told me that they had looked at adding more gas service here, but it was expensive and they needed a high percentage of new customers to justify the cost of laying the pipe. I responded that the presence of service would inspire more demand for gas if it were here. She agreed, but said it was a hard sale to decision makers without customer response in hand. To help generate the kind of response that would help support adding lines to our neighborhood, she suggested that she come to speak at one of the meetings of the community group. I think gas service would be great for our neighborhood and add value to our property.

Bylaws
Article XI
Dissolution
The Association may be dissolved by a two-thirds (2/3) vote of membership. Written notice of a proposal to dissolve, setting forth the reasons therefore and the disposition to be made of the assets consonant with Article XII hereof shall be mailed to every member at least ninety (90) days in advance of any action taken.
Article XII
Disposition of assets upon dissolution
Upon dissolution of the Association, other than incidental to a merger or consolidation, the assets of the Association shall be distributed to its members, or if it has no members, to those persons to whom the Association holds itself out as benefitting or serving.
Article XIII
Miscellaneous
The fiscal year of the Association shall begin on the first day of January and end on the 31st of December every year, except that the first fiscal year shall begin on the date of incorporation.
In witness whereof, the parties hereto have hereunto set their hands and seals this 24th day of March 1999.
Restrictive Covenants
9. No garbage or domestic trash shall be disposed of by burying on any lot and no lot shall be used as a dumping ground for rubbish. Trash, garbage, or other waste material shall be kept in a sanitary covered container behind the residences and out of sight of the street. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition. No individual water supply system shall be permitted on any lots unless such system is located, constructed, and equipped in accordance with the requirements, standards, and recommendations of the Sumter County Health Department. Approval of such system as installed shall be obtained from such authority.
10. The Architectural Control Committee is composed of Tyler B. Dunlop, Jr., Van Hugh Jackson, Sr., and Doris J. Gardner. The majority of the committee may designate a representative to act for it. In the event of death or resignation of any member of the committee, the remaining members shall have sole authority to designate a successor. Neither the members of the committee nor its designated representative shall be entitled to any compensation for services performed pursuant to this covenant.
11. The committee’s approval or disapproval as required in the covenants shall be in writing. In the event the committee or its designated representative fails to approve or disapprove within thirty (30) days after plans and specifications have been submitted to it, or within one hundred and twenty (120) days after the completion of such improvements if no plans have been submitted to the committee for approval, approval will not be required and the related covenants shall be deemed to have been fully complied with.

• 1/2 cup Hellmann's® or Best Foods® Real Mayonnaise
• 1/4 cup grated Parmesan cheese
• 4 boneless, skinless chicken breast halves (about 1-1/4 lbs.)

Directions
1. Preheat oven to 425 degrees F.
2. Combine Hellmann's® or Best Foods® Real Mayonnaise with cheese in medium bowl. Arrange chicken on baking sheet. Evenly top with mayonnaise mixture, then sprinkle with bread crumbs.
3. Bake 20 minutes or until chicken is thoroughly cooked.
Timesaving Tip: Try making this dish with thin-cut boneless skinless chicken breasts! Prepare as above, decreasing bake time to 10 minutes or until chicken is thoroughly cooked through.

Fleur de Sel Chocolate Chip Blondies
Prep Time: 20 min Cook Time: 35 min
Level: Easy Serves: about 48 squares
Ingredients
• 2 sticks unsalted butter, softened, plus more for pan
• 1 cup packed brown sugar
• 1/2 cup granulated sugar
• 2 1/3 cup all-purpose flour
• 1 1/4 teaspoon baking soda
• Pinch fine sea salt, if desired
• 2 large eggs
• 2 teaspoons pure vanilla extract
• 3 cups semisweet chocolate chips
• 1 to 1 1/2 tablespoons fleur de sel
Directions
Preheat your oven to 375 degrees F. Grease a 9 by 13-inch jelly roll pan with softened butter or cooking spray.
Beat your butter in the bowl of a stand mixer until it is light and fluffy, about 2 minutes. Add the brown and granulated sugars a little bit at a time, pouring them in on the side of the bowl. While you're adding your sugars, stop the mixer occasionally and scrape the sides and bottom of the bowl to make sure that everything is fully mixed. Cream the butter and sugar mixture until it is light and fluffy, about 8 minutes. (Creaming creates air pockets in the dough, and therefore these blondies have a light and delicate texture.)
Whisk your flour, baking soda and sea salt, if using, in a bowl. (Add the salt only if desired because there is plenty on top of the finished brownies.) Add your eggs 1 at a time, adding the second only after the first is fully incorporated. Once the second egg is fully incorporated, add your vanilla. Turn your mixer down to low speed and slowly add the flour mixture. Once the dry ingredients are fully incorporated into the wet ingredients, add in all those chocolate chips. Your machine will seem to be struggling to mix in the chocolate chips because there are so many of them, but don't turn it up, leave it on low and allow it to fully mix the chips in. Spread your cookie dough into the prepared jelly roll. Evenly sprinkle the top of the dough with the fleur de sel.
Pop the blondies in the oven until they are golden brown on top and not wobbly in the center, 30 to 35 minutes. Allow the blondies to cool in the pan on a wire rack or on a dishtowel on your counter.
Cut the blondies, still in the pan, with a sharp knife into bars, about 48 pieces. Remove with a spatula and serve. (Store any leftovers in an airtight container for up to 1 week, but they will not last that long!)

Neighborhood Watch
A meeting to form a neighborhood watch group was held in December. We had about 24 residences represented. The Law Enforcement Officers who conducted the meeting were Lt. Don Florence, and Capt. Jeffery Jackson. The Crime Prevention Coordinator is Barron Hite. Barron is a civilian who coordinates all Neighborhood Watch groups for the City of Sumter. Some great information was passed on to the Idlewild community. The chairperson (Ben Griffith) will maintain a list of participants, coordinate with police, receive crime prevention material and arrange training for newcomers. He will also pass information to Block Captains who are in charge of notifying several residents of any concerns in the neighborhood. You will be notified of your Block Captain as soon as the list is compiled. If you missed the meeting and would like to participate, please contact Ben at 803 469 6800.
Crime Prevention Hints
1. Don’t post on Facebook that you will be away from your house at a certain time.
2. Use alarm system and put sign in yard or window.
3. Most vulnerable days for robberies are Wednesday to Friday. They monitor the neighborhood before the break-in.
4. If you have an alarm system and a digital phone system, check to see if you are being monitored. They may not be compatible.
5. Report any suspicious activity to police.
6. To ask for an evaluation or to have property monitored while away call the Citizens Assistance Unit at 436-2727 or 436-2728.

Neighborhood Views
1. I think it would be good as concerned neighbors, especially after the armed robbery here at Halloween that we start alerting through email. Idlewildnewsletter@live.com would be a good point of contact since everyone could be emailed from there. Phone calls to neighbors would be good also. We need to look out for each other when possible. There are many break-ins we don’t hear about going on all over town.
2. Please do not park in the streets - especially in the cul-de-sacs. Emergency vehicles must be able to get in and out and because of their width they are being blocked from getting to houses.
3. I spoke with a Ms Sandy Floyd of SCE & G sales about the availability of natural gas service for our home. Short answer was that it wasn’t available here, although there are spots in Idlewild that do have gas available. She told me that they had looked at adding more gas service here, but it was expensive and they needed a high percentage of new customers to justify the cost of laying the pipe. I responded that the presence of service would inspire more demand for gas if it were here. She agreed, but said it was a hard sale to decision makers without customer response in hand. To help generate the kind of response that would help support adding lines to our neighborhood, she suggested that she come to speak at one of the meetings of the community group. I think gas service would be great for our neighborhood and add value to our property.

Bylaws
Article XI
Dissolution
The Association may be dissolved by a two-thirds (2/3) vote of membership. Written notice of a proposal to dissolve, setting forth the reasons therefore and the disposition to be made of the assets consonant with Article XII hereof shall be mailed to every member at least ninety (90) days in advance of any action taken.
Article XII
Disposition of assets upon dissolution
Upon dissolution of the Association, other than incidental to a merger or consolidation, the assets of the Association shall be distributed to its members, or if it has no members, to those persons to whom the Association holds itself out as benefitting or serving.
Article XIII
Miscellaneous
The fiscal year of the Association shall begin on the first day of January and end on the 31st of December every year, except that the first fiscal year shall begin on the date of incorporation.
In witness whereof, the parties hereto have hereunto set their hands and seals this 24th day of March 1999.
Restrictive Covenants
9. No garbage or domestic trash shall be disposed of by burying on any lot and no lot shall be used as a dumping ground for rubbish. Trash, garbage, or other waste material shall be kept in a sanitary covered container behind the residences and out of sight of the street. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition. No individual water supply system shall be permitted on any lots unless such system is located, constructed, and equipped in accordance with the requirements, standards, and recommendations of the Sumter County Health Department. Approval of such system as installed shall be obtained from such authority.
10. The Architectural Control Committee is composed of Tyler B. Dunlop, Jr., Van Hugh Jackson, Sr., and Doris J. Gardner. The majority of the committee may designate a representative to act for it. In the event of death or resignation of any member of the committee, the remaining members shall have sole authority to designate a successor. Neither the members of the committee nor its designated representative shall be entitled to any compensation for services performed pursuant to this covenant.
11. The committee’s approval or disapproval as required in the covenants shall be in writing. In the event the committee or its designated representative fails to approve or disapprove within thirty (30) days after plans and specifications have been submitted to it, or within one hundred and twenty (120) days after the completion of such improvements if no plans have been submitted to the committee for approval, approval will not be required and the related covenants shall be deemed to have been fully complied with.

What’s for Dinner?
Cheeseburger Macaroni
• 8 ounces macaroni
• 1 pound lean ground beef
• 1 tablespoon olive oil
• 1 medium onion, chopped
• 6 slices bacon, cooked, drained, crumbled
• 1 can (10 3/4 ounces) condensed Cheddar cheese soup
• 1 cup evaporated milk or half-and-half
• 6 ounces Cheddar cheese or a blend of Cheddar and Monterey Jack
• 2 tablespoons ketchup
Cook macaroni in boiling water following package directions. Drain in a colander and rinse under hot water. In a large skillet over medium heat, brown the ground beef in olive oil for about 3 minutes. Add onion and continue cooking until beef is no longer pink and onion is softened. Stir in the crumbled bacon, cheese soup, evaporated milk or half and half, cheese, and ketchup. Stir in the drained macaroni.

Peach Crisp
• 2 1/2 pounds fresh peaches, peeled, pitted
• 1 cup sifted all-purpose flour
• 1 cup sugar
• 1/4 teaspoon salt
• 1/2 teaspoon cinnamon
• 1/2 cup soft butter
Butter an 8-inch square baking dish. Preheat oven to 375°.
Slice peeled, pitted peaches into the prepared baking dish. Sift together the flour, sugar, salt and cinnamon into a medium bowl. Cut butter into flour mixture with pastry blender until mixture resembles coarse meal. Sprinkle crumbs evenly over peaches in baking dish. Bake at 375° for 45 to 50 minutes, until topping is golden brown and peaches are tender. Serve peach crisp warm with cream or whipped topping.

Article VI
Committees
Section 1
The Association shall appoint the following standing committees:
The Nominating Committee
The Maintenance Committee
The Architectural Committee
Unless otherwise provided herein each committee shall consist of a Chairperson and one (1) or more members and shall include a member of the Board of Directors for board contact. The committees shall be appointed by the Board of Directors prior to each annual meeting to serve from the close of such annual meeting until the close of the next annual meeting and such appointment shall be announced at each annual meeting. The board of Directors may appoint such other committees as it deems desirable.
Section 2
The Nominating Committee shall have the duties and functions described in Article V of these bylaws and such other functions as the Board in it’s discretion determines.
Section 3
The Maintenance Committee shall advise the Board of Directors on all matters pertaining to the maintenance, repair or improvement of the lots and common areas and shall perform such other functions as the Board in it’s discretion determines.
Section 4
The Architectural Control Committee shall have the duties and functions described in the Restrictive Covenants. It shall be alert for any proposals, programs or activities which may adversely affect the value of the residences of members of the Association and shall advise the Board of Directors regarding any necessary Association action on such matters. The Board shall have final authority in matters of architectural control.
Section 5
With the exception of the Architectural Control Committee as to those functions that are set out in the Restrictive Covenants and with the exception of the Nominating Committee, each committee shall have the power to appoint a sub-committee from among its membership and may delegate to any such sub-committee any of its powers, duties and functions.
Section 6
It shall be the duty of each committee to receive complaints from members on any matter involving Association functions, duties and activities within its field of responsibility. It shall dispose of such complaints as it deems appropriate or refer them to such other committee or Director of the Association as is further concerned with the matter presented.
RESTRICTIVE COVENANT
6. No structure of a temporary character, trailer, basement, tent, shack, garage, barn or other outbuildings shall be used on any lot at any time as a residence either temporarily or permanently.

In a large skillet over medium heat, brown the ground beef in olive oil for about 3 minutes. Add onion and continue cooking until beef is no longer pink and onion is softened. Stir in the crumbled bacon, cheese soup, evaporated milk or half and half, cheese, and ketchup. Stir in the drained macaroni.

Peach Crisp
• 2 1/2 pounds fresh peaches, peeled, pitted
• 1 cup sifted all-purpose flour
• 1 cup sugar
• 1/4 teaspoon salt
• 1/2 teaspoon cinnamon
• 1/2 cup soft butter
Butter an 8-inch square baking dish. Preheat oven to 375°.
Slice peeled, pitted peaches into the prepared baking dish. Sift together the flour, sugar, salt and cinnamon into a medium bowl. Cut butter into flour mixture with pastry blender until mixture resembles coarse meal. Sprinkle crumbs evenly over peaches in baking dish. Bake at 375° for 45 to 50 minutes, until topping is golden brown and peaches are tender. Serve peach crisp warm with cream or whipped topping.

Article VI
Committees
Section 1
The Association shall appoint the following standing committees:
The Nominating Committee
The Maintenance Committee
The Architectural Committee
Unless otherwise provided herein each committee shall consist of a Chairperson and one (1) or more members and shall include a member of the Board of Directors for board contact. The committees shall be appointed by the Board of Directors prior to each annual meeting to serve from the close of such annual meeting until the close of the next annual meeting and such appointment shall be announced at each annual meeting. The board of Directors may appoint such other committees as it deems desirable.
Section 2
The Nominating Committee shall have the duties and functions described in Article V of these bylaws and such other functions as the Board in it’s discretion determines.
Section 3
The Maintenance Committee shall advise the Board of Directors on all matters pertaining to the maintenance, repair or improvement of the lots and common areas and shall perform such other functions as the Board in it’s discretion determines.
Section 4
The Architectural Control Committee shall have the duties and functions described in the Restrictive Covenants. It shall be alert for any proposals, programs or activities which may adversely affect the value of the residences of members of the Association and shall advise the Board of Directors regarding any necessary Association action on such matters. The Board shall have final authority in matters of architectural control.
Section 5
With the exception of the Architectural Control Committee as to those functions that are set out in the Restrictive Covenants and with the exception of the Nominating Committee, each committee shall have the power to appoint a sub-committee from among its membership and may delegate to any such sub-committee any of its powers, duties and functions.
Section 6
It shall be the duty of each committee to receive complaints from members on any matter involving Association functions, duties and activities within its field of responsibility. It shall dispose of such complaints as it deems appropriate or refer them to such other committee or Director of the Association as is further concerned with the matter presented.
RESTRICTIVE COVENANT
6. No structure of a temporary character, trailer, basement, tent, shack, garage, barn or other outbuildings shall be used on any lot at any time as a residence either temporarily or permanently.

Association Fees are $75.00 per year. These fees pay expenses for community maintenance and improvements. So if any of you are wondering why certain improvements have not been made it is more than likely due to delinquent Association Fees. 20% percent of the homeowners in Idlewild are delinquent! Per the Restrictive Covenants a 10% finance charge will also be assessed. If you have any questions, please contact Frank Shuler.

Foil-Pack Taco Chicken
4 small boneless skinless chicken breast halves (1 lb.)
4 tsp. Taco Seasoning Mix
1/2 lb. red potatoes, thinly sliced (about 2 cups)
3/4 cup Mexican Style Finely Shredded Four Cheese
1/2 cup Thick 'N Chunky Salsa
1/4 cup Sour Cream
HEAT oven to 400°F.
SPRINKLE chicken with seasoning mix. Place 1/2 cup potatoes on center of each of 4 large sheets of heavy-duty foil; top with chicken, cheese and salsa.
BRING up foil sides. Double fold top and both ends to seal each packet, leaving room for heat circulation inside. Place in 15x10x1-inch pan.
BAKE 30 to 35 min. or until chicken is done (165°F). Cool 5 min. Cut slits in foil to release steam before opening. Top with sour cream.

Pudding Grahamwiches
1 pkg. (8 oz.) Cream Cheese, softened
2 cups cold milk
1 pkg. (4-serving size) Instant Pudding, any flavor
1 cup thawed Whipped Topping
20 whole Honey Grahams, broken crosswise into squares (40 squares)
BEAT cream cheese in large bowl with electric mixer on medium speed until creamy. Gradually add milk, beating until well blended. Add pudding mix; beat 2 minutes. Gently stir in whipped topping.
SPOON about 1/4 cup of the pudding mixture onto each of 20 graham squares; top with remaining graham squares to form sandwiches. Wrap each sandwich individually in plastic wrap.
FREEZE at least 4 hours or until firm.

Article VI
Board of Directors: Powers, Duties and Restrictions
Section 1 (Powers)
The Board of Directors shall have the power:
A. To adopt and publish rules and regulation governing the use of the Lots within the subdivision and the personal conduct of the members and their guests thereon and to establish penalties for the infractions thereof; notice of any proposed rule or regulation or amendment thereto, shall be furnished to the members and shall be deemed adopted ninety (90) days after such notice unless the members at a special meeting called for this purpose, vote to amend or repeal such proposed rule or regulation;
B. To suspend the voting rights of a member during any period in which such member shall be in default in the payment of any assessment levied by the Association. Such rights may also be suspended after notice and hearing, for a period not to exceed sixty (60) days for the infraction of published rules and regulations;
C. To exercise for the Association all powers, duties and authority vested in or delegated to the Association and not reserved to the membership by other provisions of these Bylaws, the Articles of Incorporation or the Restrictive Covenants;
D. To declare the office of a member of the Board of Directors to be vacant in the event such member shall be absent from three (3) consecutive regular meetings of the Board of Directors; and
E. To employ a manager, an independent contractor or such other employees as it deems necessary, and to prescribe their duties.
Section 2 (Duties)
A. To cause to be kept a complete record of all its acts and corporate affairs and to present a statement thereof to the members at the annual meeting of the members, or at any special meeting when such statement is requested in writing by one-fourth (1/4) of the members who are entitled to vote;
B. To supervise all agents and employees of the Association, and see that their duties are properly performed;
C. To as more fully provided in the Restrictive Covenants:
i. Fix the amount of the annual assessment against each Lot at least (30) days in advance of each annual assessment period;
ii. Send written notice of each assessment to every owner subject thereto at least thirty (30) days in advance of each assessment period; and
D. To issue upon demand by any person, a certificate setting forth whether or not any assessment has been paid. A reasonable charge may be made by the Board for the issuance of these certificates. If a certificate states
E. an assessment has been paid, such certificate shall be conclusive evidence of such payment;
F. To procure and maintain adequate liability and hazard insurance to protect the Association, its Board of Directors and members for actions committed consistent with these Bylaws;
G. To cause all Board Members or employees having fiscal responsibilities to be bonded, as the Board shall deem appropriate and in accordance with the Restrictive Covenants; and
H. To cause the Lots to be maintained in accordance with the Restrictive Covenants.
RESTRICTIVE COVENANT
5. No lot may be subdivided or reduced in size from that which is shown on the recorded plat without the written permission of the Architectural Control Committee.

What’s for Dinner?
Beef & Mushroom Lasagna
1 lb. ground beef
1 can Cream of Mushroom soup
¼ cup of milk
2 cups Prego Fresh Mushroom Italian
Sauce
9 cooked lasagna noodles
1 cup shredded Italian blend cheese or
Mozzarella cheese
Heat oven to 400ºF. Stir soup and milk in small bowl until smooth. Brown beef and drain. Stir in sauce. In 2 qt shallow baking dish layer ½ beef mixture, 3 noodles and 1 cup soup mixture. Top with 3 more noodles, remaining beef mixture, remaining noodles and remaining soup mixture. Sprinkle with cheese. Cover baking dish. Bake 30 min. or until hot. Uncover baking dish. Bake until cheese is golden brown. Let stand 10 min.

2 pkg. (3.4 oz.) JELL-O Banana Cream or
French Vanilla Flavor Instant Pudding
2-1/2 Cup milk
1 cup Cool Whip (thawed)
2 Bananas
1 Graham Cracker Crust
Whisk pudding and milk together until smooth. Fold in cool whip. Peal and slice bananas and line graham cracker crust. Pour pudding on top and garnish with bananas. Refrigerate for at least 2 hours before serving.

Article V
Nomination and Election of Directors
Nomination for election to the Board of Directors shall be made by a Nominating Committee. Nominations may also be made from the floor at the annual meeting. The Nominating Committee shall consist of a Chairperson, who shall be a member of the Board of Directors and two(2) or more members of the Association who need not be members of the Board of Directors. The Nominating Committee shall be appointed by the Board of Directors prior to the annual meeting and shall serve from the close of such annual meeting until the close of the next annual meeting and such appointment shall be announced at each annual meeting. The Nominating Committee shall make as many nominations for election to the Board as it shall in its discretion determine, but not less than the number of vacancies that are to be filled. Nominations shall be restricted to only members of the Association.
RESTRICTIVE COVENANT
4. Easements for installation and maintenance of utilities and drainage facilities are reserved unto the undersigned owners, their successors and assigns, over the rear ten (10’) feet of each lot and that portion of the property where such easements, no structure or planting or other materials shall be placed or permitted to remain which may damage or interfere with the installation or maintenance of utilities or which may change the direction of the flow of the drainage channels in the easements, the easement area of each lot and all improvements for which a public authority or utility company is responsible

HOA Meeting
The Idlewild Homeowners Association will conduct it’s annual meeting on Thursday, January 27, 2011 from 6pm to 7pm at the Millwood Elementary School Cafeteria. New board members will be elected. Please plan to attend this important meeting and meet and greet your neighbors – old and new!
HOA Dues
Association Fees are $75.00 per year. These fees pay expenses for community maintenance and improvements. So if any of you are wondering why certain improvements have not been made it is more than likely due to delinquent Association Fees. 20% percent of the homeowners in Idlewild are delinquent! Per the Restrictive Covenants a 10% finance charge will also be assessed. Addresses and amount owed will be published in the next edition. If you have any questions, please contact John Martin. You may pay your dues at the annual meeting.

What’s for Dinner?
Beef & Mushroom Lasagna
1 lb. ground beef
1 can Cream of Mushroom soup
¼ cup of milk
2 cups Prego Fresh Mushroom Italian
Sauce
9 cooked lasagna noodles
1 cup shredded Italian blend cheese or
Mozzarella cheese
Heat oven to 400ºF. Stir soup and milk in small bowl until smooth. Brown beef and drain. Stir in sauce. In 2 qt shallow baking dish layer ½ beef mixture, 3 noodles and 1 cup soup mixture. Top with 3 more noodles, remaining beef mixture, remaining noodles and remaining soup mixture. Sprinkle with cheese. Cover baking dish. Bake 30 min. or until hot. Uncover baking dish. Bake until cheese is golden brown. Let stand 10 min.

Banana Cream Pie
2 pkg. (3.4 oz.) JELL-O Banana Cream or
French Vanilla Flavor Instant Pudding
2-1/2 Cup milk
1 cup Cool Whip (thawed)
2 Bananas
1 Graham Cracker Crust
Whisk pudding and milk together until smooth. Fold in cool whip. Peal and slice bananas and line graham cracker crust. Pour pudding on top and garnish with bananas. Refrigerate for at least 2 hours before serving.

Fall Idlewild Newsletter
Neighborhood Watch

At our last HOA Meeting, there was discussion about initiating Neighborhood Watch within the Idlewild Community. I was asked to chair the effort, and Idlewild residents were asked to volunteer as Block Leaders. I met with Joey Duggan, the City Police Dept's Neighborhood Coordinator, and encouraged our HOA Board to consider several ideas intended to gather interest in the concept. Unfortunately, it seems that many of us are too busy to take on another task...
But do our neighbors know that just a couple weeks ago, there was a series of early morning break-ins in cars that resulted in a rather hefty haul for the culprit. Fortunately for those of us who were victimized, one of our neighbors caught a glimpse of the robber's car, and that bit of information was what local law enforcement needed to solve the case. How fortunate for us.
If you will send this bit of information to all our neighbors, there may be a few who may consider that NOW IS THE TIME to get NEIGHBORHOOD WATCH moving in IDLEWILD! For those who may be interested in helping, they should email me at bdgriffith@ftc-i.net . With a few commitments, we'll get together and develop a strategy to move forward.
Incidentally, the Police Department is still holding a set of Golf Clubs that were stolen during the recent break-ins. Nobody has come forward to claim them, perhaps because the owner does not yet realize they are missing. Any neighbor missing Golf Clubs should contact the Sumter Police Dept, and identify the Clubs.

What’s for Dinner?
Beef-Vegetable Skillet Bake
1 lb. extra-lean ground beef
1 pkg. (8 oz.) sliced fresh mushrooms
1 Onion, chopped
2 cups Frozen peas and carrots
1 can (10-3/4 oz.) reduced-fat condensed cream of mushroom soup
1/4 lb. (4 oz.) VELVEETA 2% Milk Pasteurized Prepared Cheese Product, cut into 1/2-inch cubes
1 can (8 oz.) refrigerated reduced-fat crescent dinner rolls
Heat oven to 375ºF. Brown meat in large ovenproof nonstick skillet. Add mushrooms and onions; cook 8 to 10 min. or until liquid from mushrooms evaporates, stirring occasionally. Stir in peas, carrots and soup; bring to boil. Add VELVEETA; stir. Remove from heat. Unroll crescent dough; separate into 8 triangles. Arrange on top of meat mixture, with points of triangles overlapping in center and short sides along edge of skillet. Bake 12 to 15 min. or until golden brown. Let stand 5 min. before serving.

1 pkg. (3.4 oz.) JELL-O Vanilla or French Vanilla Flavor Instant Pudding
1 cup Water
4 Eggs
1/3 cup Oil
3 Granny Smith apples (1 lb.), peeled, coarsely chopped
20 KRAFT Caramels
3 Tbsp. Milk
Heat oven to 350ºF. grease and flour 12-cup fluted tube pan or 10-inch tube pan. Beat first 5 ingredients in large bowl with mixer on low speed until blended. Beat on high speed 2 min. Stir in apples. Pour into prepared pan. Bake 50 min. to 1 hour or until toothpick inserted near center comes out clean. Cool cake in pan 15 min. Loosen cake from side of pan; invert onto wire rack. Gently remove pan. Cool cake completely. Transfer to plate. Microwave caramels and milk in microwaveable bowl on HIGH 1-1/2 min., stirring every 30 sec. until blended. Cool 10 min. or until slightly thickened. Drizzle over cake.

Board of Directors
The affairs of the association shall be managed by a five (5) member Board of Directors. Only property owning members may serve on the Board of Directors. Directors will normally serve a three (3) year term of office. At the first annual meeting, members will elect one (1) director to serve for a one (1) year term, two (2) directors to serve two (2) year terms and two (2) directors to serve three (3) year terms. Thereafter all directors will be elected for three (3) year terms. Any Director may be removed from the Board, with or without cause, by a majority vote of the members of the Association. In the event of death, resignation or removal of a director, his or her successor shall be selected by the remaining Board members and shall serve for the unexpired term of said predecessor.
RESTRICTIVE COVENANT
2. No building, fence or other structure of any kind shall be begun, erected, or placed on any of the lots of the above tract until the building plans, specifications, design, and plat plan showing the location of such building, fence, or structure on the lot in question has been first approved by the Architectural Control Committee of “IDLEWILD DEVELOPMENT” in writing as to the conformity of size, type, and quality, and as to the harmony of design with the proposed or existing structure in the above tract and as to the location of the building, fence , or structure, with respect to topography and finish grade elevation. All building plans and specifications submitted for approval will remain the property of the Architectural Control Committee.
RESTRICTIVE COVENANT
3. No building shall be located on any lot nearer to the front lot line than the minimum building setback line shown on the plat. No building shall be located on any lot nearer than thirty (30’) feet to any side street line an no building shall be located nearer than ten (10’) feet to an interior lot line and the sum of the setback distances from the interior lot lines on either side shall not be less than twenty-five feet. No swelling shall be located on any interior lot nearer than twenty-five (25’) feet to the rear lot line. Within the limitations of the property line restrictions herein referred to, no detached garage or outbuildings or other structures shall be located closer than ten (10’) feet to any property line, and such structures shall be located on the rear half of the lot. For the purpose of this paragraph, eaves, steps and other open porches shall not be considered as part of a building, provided, however, that this shall not be construed to permit any portion of a building to encroach upon another lot.

The “Rocket” is a Jupiter intermediate range ballistic missile, designed by Dr. Wernher Von Braun and built by Chrysler. Its name is Columbia and the Rocket was given to the city in the early 60’s by the US Air Force. In 1969 the “Rocket” was erected at the fairgrounds at a cost of $10,000.
